The forced racial integration of American schools was supposedly designed to help low achieving minorities but has failed abysmally because intelligence is largely inherited, not environmentally determined. The author produces the statistical evidence of failure. The prime conclusion is that the policy, which is still in force, is designed to achieve race-mixing rather than to promote educational excellence, which it does not.
